Highway Maintenance Contract Re-Tendering/Alberta Transportation

In 1995, Alberta's Transportation & Utilities Department (now Alberta Transportation) implemented a project to outsource primary highway maintenance, which led to nine contracts valued at approximately $500 million. In November 1998, work began on contract re-tendering. Working with Acton consultants, two first-phase committees and four subsequent task teams devised an entirely new method for contract tendering. Secondary highways and key primary highways through cities were added to the tendering process, doubling the value of re-tendered contracts to approximately $1 billion.
